External Auditing Services Company: Caribbean Development Bank Deadline: Monday, November 30, 2009 The Caribbean Development Bank (CDB) wishes to engage a firm of external auditors for the financial years 2010 through 2014. The external auditors will be required, inter alia, to audit the financial statements for the five financial years ending December 31, 2010 through 2014 in accordance with International Standards on Auditing and issue an audit opinion on financial statements prepared in conformity with International Financial Reporting Standards, for the Bank and its pension-related funds and on special purpose financial statements of the other funds under the Bank's administration. The external auditors will also be required to support the Bank's various note and/or bond offerings in the capital markets worldwide during the period June 1, 2010 through May 31, 2014.
Consideration will be limited to firms or joint ventures of firms which are legally incorporated or otherwise organised in an eligible country, have their principal place of business in an eligible country and are more than 50% beneficially owned by a citizen(s) and/or a bona fide resident(s) of an eligible country or countries or by a body or bodies corporate meeting these requirements. In all cases, the firm(s) should have no arrangement and undertakes not to make any arrangement whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person or persons not a citizen(s) or bona fide resident(s) of an eligible country.
CDB hereby invites qualified firms which are interested in undertaking these services to submit Statements of Capability to the Bank. These Statements must provide a general background of the firm including description of ownership and structure encompassing its national and international operations. In addition, the firm must satisfy the following requirements:
(a) be an accounting firm which has been operating for a minimum of ten years; have an international operating infrastructure; operate under common standards and policies worldwide and have formal continuing education programmes;
(b) have the ability to conduct audits including audit of Information technology systems under International Standards on Auditing and issue audit opinions on financial statements prepared in conformity with International Financial Reporting Standards;
(c) have the ability to service the auditing and related needs of the Bank and provide professional support in connection with note and/or bond issuances in capital markets world wide; and
(d) be experienced in auditing multilateral development banks and/or international commercial banks.
Accounting firms are also required to submit a completed copy of a questionnaire and required information to The Internal Auditor, CDB at the email address provided below. Copies of the questionnaire are available on CDB's website in Word and Adobe pdf format.
After evaluation of the information submitted, a shortlist of three (3) firms will be selected and invited to submit proposals for the provision of the services. The terms of reference for the services will be made available to the short-listed firms.
The approximate date for commencement of the services is expected to be June 1, 2010. CDB shall not be bound to assign any reason for not short-listing any applicant and shall not be responsible for any costs incurred by applicants in preparing Statements of Capability.

All submissions must be in English and sent electronically by November 30, 2009 via email to internalauditor@caribank.org, in Adobe Systems Portable Document Format (PDF) or Microsoft Word 2007 files that can be searched, copied and printed without restriction.
