Business Analyst (Ministry of Science, Technology and Tertiary Education - TT)

Located: Trinidad & Tobago

The Job: A three (3) year contract position.

 

Job Summary:

The Business Analyst analyses complex business problems and processes as well as
conceptualizing and proposing innovative solutions to address the business requirements,
consistent with prevailing Government policies for the science, technology and innovation (STI)
sector including information and communication technology and telecommunications. The
incumbent will be required to provide support in the areas of implementation and monitoring for
the resulting programmes, projects and policies.
Reports to: Designated Officer

 

 

Duties and Responsibilities:

 Prepares, analyses and provides advice on STI policy and plans for Officers in the
Ministry of Science and Technology.
 Analyses problems and issues in the STI sector, including ICT and telecommuynicaitons,
with a view to providing business solutions for programmes and projects.
 Strategically plans and reviews STI policy in collaboration with relevant personnel.
 Liaises and collaborates with Unit Heads to ensure that all approved policies are
implemented within agreed time frames and the projected delivery of services is achieved
and managed.
 Performs as Team Member and at times Team Lead on assigned projects.
 Contributes to the review and creation of the legislative framework required to support
goals and objectives of the Ministry.
 Assists with the formulation of the STI budgeting process to ensure consistency.
 Continuously reviews and analyses reports, notes, memoranda, briefs and proposals
submitted by ministries and departments and recommends courses of action consistent
with the policy objectives of the information and communication technology portfolio.
 Researches trends and innovations within the STI sector including ICT/
telecommunications, and keeps abreast of all current STI trends, and benchmarks
initiatives to ensure a cohesive, integrated and complimentary approach to the
formulation and implmentation of STI policy and service delivery.
 Represents the Ministry on Committees and other such bodies in order to articulate the
Ministry's vision and strategy for STI development.

Knowledge:

 Working knowledge and understanding of current and developing strategic STI,
including ICT/telecommunications
 Understanding of international trends in STI, including ICT/telecommunications business
and policy issues.
 Significant experience in business planning and process re-engineering.
 Relevant experience working on solution deployment for STI, including ICT/
telecommunications in the key areas of focus such as:
- Applied Sciences
- e-Business
- ICT Infrastructure and Applications
- Information Security
- STI Policy Development
- STI Measurements
- Telecommunications

 

 

Skills and Abilities:

 

 Ability to create and update required project management documentation such as project
schedules, comprehensive project plans, change requests, risk and issues logs etc.
 Analytical, planning and leadership skills.
 Ability to establish professional relationships with teams and among senior officers,
nationals, regional and international agencies.
 Ability to express ideas clearly and concisely both orally and in writing.
 Interpersonal and communication skills and the ability to work effectively with a wide
range of stakeholders.
Minimum Training and Experience:
 A Bachelor's Degree in Business Administration/Management, Natural Sciences,
Computer Science or Engineering, Policy Science, Information Technology or
Economics, or equivalent combination of training and experience.
 Training in project management, business management or evidence of STI business
knowledge is essential.
 At least three (3) years of relevant experience at the professional level with direct
involvement in the STI business and policy development environment.
